What is the testable salt range? I do pools and a well salted pool is 3500 to 4100. will this work?

The tester measures the salt concentration  in the following ranges:
1.	% (percent content)
The range is 0.00%-25.00%  
2.	ppm  (parts per million)
The range is 0-10000 ppm
3.	ppt  (parts per trillion)
The range is 1-200.0 ppt  
Note, 1000 ppm=1 ppt. The range between 2 and 3 switches automatically.
4.	S.G "Specific Gravity of liquid" (a measure of the density of a substance in comparison to the density of water)
        The range is 1.000-1.222
Pool salinity
The salinity of saltwater pools typically ranges from 3,000 to 3,500 parts per million (ppm), which is roughly equivalent to 0.3% to 0.35% salt concentration. This is higher than the salinity of typical ocean water, which has a salinity of about 35,000 ppm or 3.5% salt concentration.

what are the PH packets for? The instructions do not mention their need or or how to use.

These pH packets need to make pH calibration solutions. The instruction for this is on the back surface of each packet.
pH solution is for calibrating the tester when it is necessary. ( The tester has been calibrated in a factory)
You can find the instruction for calibration in the manual inside a box with a tester and three pH packets.
