Yes. I bought it for this reason and it is fine enough to be mixed and applied with a sprayer.

Q: could this be used in natural hair as a hair mask then rinse off

In my experience, this wouldn't make a great mask. It doesn't rinse out of my hair well. I tried to use it as a mask once and had to use shampoo to get it out.
