How late in the fall can I put this down, live in the suburbs of Chicago. Is it anytime before freezing?

You want to give the grass roots a little time to grow before the freezing hits. You might still be okay putting it down now, but I wouldn't take the leaves. You will just pull out all the new grass.

Is this pure seed or is it coated ?

I do not remember a coating and the seed was sharp. It worked really well in both sun and shade areas. Our soil is mostly sand in my area. It also grew in the cracked stone very well.
