What is the wrap made of.....neoprene, latex, cotton?

Cotton with stretch latex woven into the full-length of the cotton with a 2 inch wide, Velcro at one end. I use this for my swollen ankles the best stretch bandage there is. Velcro will attach to any place on the full-length of this product.

The description states size is 2.25 x 2.25 x 4.22 inches. raises questions. is it 2.5" wide, or 4.22" wide? earlier q&a provides length info.
