Paenibacillus are facultative anaerobic, which means they prefer aerobic conditions but can also live in anaerobic conditions, but not as efficiently. It MAY help. it isn't a short term quick fix. And honestly you may be better served to find a healthy maple tree and dig up some soil around it and make a compost tea from that and treat your tree since that should have healthy soil fungus, bacteria, etc that are probably are specific to the maple tree. Chances are you or the previous owner(s) killed the soil biology off. You could also put some of this product into your tea as well.
