If you use the dividers, you'll have one of the tie-downs left over, use both tie-downs and you'll have dividers left over. You cannot put the tie downs over the dividers, not enough height in the bay. Great quality and all the screws fit well. I've put some heavy stuff under it and they seem to work well although the clips are plastic, so keep that in mind.
