Q: Can I splice one end to connect to my ebike controller?

If you are trying to extend the power cable or adapting the controller to a battery pack with Anderson Power pole style connectors then I would say yes. As long as the ebike is not a very high power design. I bought it for putting a Luna Cycle remote switch between my battery and the controller on the bike, I planned on cutting the cable apart and installing the switch, without cutting the power cable on the controller or the battery. I wound up not using this as I was able to fit the switch inside the base of the battery (halong reeton style battery, some are designed for a controller to fit inside the battery base). I would recomend using a solder joint when combining the wires, see the "heat shrink solder butt connectors", you would use the Yellow size.

Q: can the powerpole orientation be re-configured or are they permanently oriented side by side instead of one over the other?

These are standard Anderson Powerpole connectors; they have plastic ridges and grooves which can be gently pried apart with a thin item like a pocketknife blade, then the connectors can be slid into your desired orientation. Worked for me!
