Q: Do you have one of these with a slightly smaller cone? I have an old Peugeot road bike and the stem is 22.0 mm diameter, so 22.2 won't fit the tube.

Not sure they ever made 22.00 , in UK we only ever had 21.1mm or 22.2mm so sorry cannot help

Q: Would this fit a Pendleton Somerby bike ?

I bought it to replace my Campagnolio bolt that had failed on my stem 1984 bike.. It did fit, so if you have a similar bolt its likely to fit.
