Yes, this DVI splitter supports 1920 x 1200.

Q: Does it add any latency?

I did not have any video latency in my application.

Q: Can you turn off one Monitor and the other will still display ?

The DVI splitter support two displays to display the same picture at the same time. If one of the displays is turned off, the other one can still display the picture normally.
