Q: Would this work with ATF/acetone mix as a penetrating oil?

I think it would. If I let mine sit without use a day or two, I have to pump it a couple of times to get oil out the spout. I does lose it's prime, but it's still working well for me. I only use bar and chain lube in mine.

Q: Is there a trick to priming this oil can? Mine isn't wanting to prime at all.
