Is this a toner? As in want to use it as part of my morning and evening routines but am worried its too harsh?

It is a toner but is rather strong so just be careful what you put in the same routine ( no retinol or vit C ) Do your research first make sure its safe AND AS ALWAYS USE SUNSCREEN
