I have no instructions for bath vida assembly instructions

It's very easy to assemble. Self explanatory.

Can this be attatched to tile or must it go on a normal wall?

Yes. Drill through tiles and into wall. So no difference really. Just use the correct drill bit for tiles so the tiles don’t crack.
