Are these bulbs UV bulbs?

These are standard fluorescent tube bulbs not UV bulbs. However, as mentioned by others all fluorescent bulbs emit some UV light, which is low but variable.

I've been using this light bulb in my outdoor 'dusk till dawn' light fitting for 21 years. Mine is protected by a shade. It seems to last more than a year and gives off a good light.

what is needed tyo make these bulbs work?

They are replacement bulbs designed for specific lamps with an appropriate socket. Mine are outdooor bulkhead fittings.

This bulb (folded fluorescent tube) has a 2-pin fitting. You simply pull it free of the socket, and push in the replacement.
