I bought the 3 pc and the towel bar is 16 inches

is this set of bathroom accessories easy to install？

Yes. They are very easy to install. They come with good instructions. If you don't hit the a wood stud with the enclosed screws then you should use a "Molly Anchor " which is used for securing Screws to to drywall.

What type of stainless steel are these? 304?

I bought the black ones which were powder coated with a matt black paint finish. I don't know what kind of metal was under the paint but it was metal not plastic.
