Would someone be so kind and measure these tubes, says 12 inch. The ones i got are 12 inch, but from end of pins. Other seller measure tube T8 are 13'

I just measured one. The body of the tube is 11.25". The pins are 0.25" each. So, the overall length, including the pins, is about 11.8". I think its pretty much a universal fit for small UV fly killers.

Yes indeed they are, but then they have to be... Insects are attracted to blue wavelengths, the theory is that as plants ie flowers do not absorb ultra violet light. Insects therefore perceive blue light as indicating a potential food source and voila! they end up dead on the electrical contacts.
