I have a 25 inch waist, big hips and butt, what size should I buy?

I have a smaller waist, but large hips, thighs, and butt as well. I am 5'5" and currently at 215lbs. In other brands, I typically wear a size 16 or 18. But in these, I am comfortably in a size 14. There's no gap at the back (which is typical for those of us that have a tinier waist and larger hips). There is also a little stretch in the fabric.

Are these High Waist or lower waist?

Does this have real back pockets? I need trousers with real pockets in the back for work.

No, the pockets are only about 2 inches deep
