This air cooling fan can blow out cool air only. It also has blue LED lights that can be switched on or off.

Q: Does the dB noise acceptable?

Not sure. It's not the quietest, but it's not loud enough to be annoying. For me, its acceptable.

Q: May you turn off the led light when using the mini cooling fan?

Of course, you can choose the fan only when use it.
