Are these wipes flushable?

No wipes are truely flushable because it can still clog your pipes.

Are these refills or do they have snap tops?

They do not have snap tops. Just three soft packs.

I wouldn’t flush them down the toilet. Even the flushable wipes clog up pipes.

when do these expire?

I dont see an expiration date but I buy these in bulk and never had any issues with them sitting and drying out. They stay fresh even after a year of sitting. There are numbers on the package but not sure what they mean.
