What chipset does it have? Realtek or Asix?

ASIX AX88179 USB 3.0 Gigabit Ethernet

Will this make any usb hard drive available on a home network? Plug & play?

No...You should connect your hard disk to either your PC / Mac and share the folders on your network or you can connect your hard disk to your router (if it has a USB port).

What if you do not have a CD Port on your computer?

If you use Windows, it will probably install the drivers automatically. If not you can search for AX88179 in google. It's the second result.

Tried on my Mac - installation failed?

It doesn’t work. You will need a thunderbolt to Ethernet adaptor (for early MacBook Air, or whatever Apple specific port is available on your device for newer models)
