It is for making 2.25 lt at 80 proof so you will need to add distilled water to get there **Q: Why the huge increase in price? i have been getting this at less than $10 and now its over $17 before shipping? why?** A: Actually, the shipping is free **Q: Do I need to add a base to this?** A: It is a big double sided pair of pouches. The directions on the packet don't mention anything about a base.
