Has anyone found a protective sleeve that fits the 15.6 oled well? mine only came with the magnetic flappy hood. ty!

ViewSonic does not produce a sleeve or cover for the VP16-OLED other than the protective cover which is included with the monitor, but it's possible there may be a third-party solution available.

I see 2 way usb charge is heavily emphasized, but what exactly does that mean? does this have a battery built into it and could charge your device as

It doesn't have a battery built in. the 2 way charging on USB-C means that you can either power the monitor from your laptop/phone/device OR you can use the adapter to input power to the screen (USB-C power brick to USB-C on the monitor) - then you can run another USB-C from the monitor to your device, the second cable would then carry the power from the monitor to your device and also carry the signal from your device to the monitor. So either POWER OUTLET to DEVICE (like you laptop on power) to SCREEN.... OR POWER OUTLET to SCREEN to DEVICE - assuming your device supports USB-C Power Delivery (PD).
