Can you use this before a powder foundation or would it be to sticky for a powder?

It is very sticky, or grippy.. if that's a word. I have only tried with light to medium coverage foundation and concealer, then set it all when in done with a fine powder. But not with a powder alone.

Can this help the appearance of pores???
