Yes, bars are 25.4, steerer 28.6.

Q: What is the height of the steerer tube clamp? The picture at the top shows 40mm but the pictures under the product description show 35mm. Which is it?

Depends where you measure. The actual clamp is 35mm but if you measure to the top of the bolt in the centre of the tube its 40mm. Don't worry if it's too thin. I had to buy some shims to make up the height, but they are readily available at any cycle shop or online.

As we measured, the data (the diameter of the tube between the two clamps) is as below: 30.1mm (For spec "Clamp Dia. 25.4mm") 31.9mm (For spec "Clamp Dia. 31.8mm") The tube is hollow.
