The photo at the top shows a width of 21" (my chairs are 20) but the description shows only 18". Which is correct?

I would say 21 is correct. these stretch...I am very pleased with mine.

Can you use these on wire back chairs?

I wouldn't recommend it. It's best fir cushion padded chairs
