Is the filling Clay or a gel?

It is gel and I have used them too many times to count! Substantial, flexible when frozen and a huge help to me after several misshaps with swelling, pain and joint discomfort. I have them in 2 sizes. They stay put and I use a towel as they get VERY cold on skin. Highly recommend this product; I was referred to this brand because it was used in the rehab PT dept. I have the 23" neck pac and it would be fine for your ankle. It will most likely be to long but better to big. Longer will ensure you can wrap it all the way around your ankle. It is a sturdy durable unit and tucked away in your freezer you will be able to use it for any other part of your body! My kids use it for knees and elbows as well as my neck. Hope that helps.
