Would these fit a cake board that measures 24" (L) x 18"(W)?

How much is the thickness of each bag?

The bags are quite strong gi don't know the exact gauge of the film but I havenot had one tear yet

Would the bags be suitable for two or three wine bottles

They are large bags and will definitely hold a few bottles. You can trim the top off if it's too long/big. Note, these are not the strongest cellophane bags. We made a some what light hamper and it ripped the first couple times. Tbf we were holding the top of the bag to transport it to and from the car. I would have expected something slightly thicker and stronger

Is this an actual bag or just the wrap to make the bag?

You make a bag. This is just 10 wraps 100cm x 70cm ( very easily make bag or wrap basket...) plus 10 bows. I used to make a Hampers ( on big plates and baskets ) and looks great.
