When I look in the mirror first thing in the morning, you would think that I had mascara on! I almost don't need any now. Can't recommend this enough. It really does work! Just apply it to the root of the lashes (top and bottom set) **Q: Is this water based** A: It looks like it is water based. It has a gel texture, but it's not sticky. In the beginning it can bother you if it enters the eye, but it passes quickly and does not leave consequences.
