There are caps on the rid ends which feel tight, unable to pull off to put wheels on. Do they come off?

I am sure the wheels come off. It’s up to you to change them but I like the way the wheels are. I guess your personal preference.

How does this handle slab-type concrete stairs: (there is no "rise" to stop the wheels automatically)???

It handles slab type stairs just fine. I’ve had no problems. (No rise to stop the wheels automatically.) I really like it. It’s lightweight and easy to maneuver.

Is it foldable and flat enough to store under a bed?

Yes it is. I just store mine in my car. I use it to bring groceries up my stairs m.

Does it move on any terrain? Snow/ice, sand or cobblestone?

While I do own a stairclimber, it is a different brand. Based on that thought, this is my answer: snow maybe if it’s compact. Ice? No. Sand? Unlikely. Cobblestones? Very doubtful, especially if they are rugged in shape. The stairclimber I own works best on smooth concrete or asphalt…both either dry or wet. Not icy nor snowy. Hope this helps.
