Hi, does this make hair sticky if put on dry hsir to put up in bobble?

No it doesn’t. It will dry leaving hair smooth. I wouldn’t however put too much on dry hair , especially close to skin as hair may not look freshly shampooed any more . It may be a case only if you apply really large amount.
