The cooling gel pads have a fabric layer that rests against your face. It is soft, comfortable, doesn't get sticky when its humid, and stays comfortable for hours and hours. As far as the cooling aspect... I think that's probably not really the case, unless you refrigerate them first. But honestly, I would buy these a hundred times over, regardless of whether the cooling marketing is actual or not. The fact that I can use my headset comfortably is all the reason I need.
