Can you remove the sawtooth hook to allow flush mounting on a stone wall?

The simple answer is that the sawtooth hook is not intended to be removed. It is fixed in place and intended as the mounting point onto a suitable nail or screw. I wouldn't advise it, but if you really want to remove the sawtooth hook, you will have to carefully cut it off, using a saw or Dremel type rotary cutter. You then have to decide how else to secure your plaque in place.
