does this clock make the ''tic-toc'' sound? so the baby can hear the clocks ''heartbeat''?

No, it doesn’t make a tic tic sound when the pendulum swings.

Where Do batteries go?

The batteries go behind the face of the clock. The rear panel can be removed and you will see the location where the batteries are to be placed.

How does the chime shutoff function? Can you choose to turn the chime off always?

There are separate batteries for the clock function and the chimes, so you just take out the batteries if you don't want the chime.
