No, one button honks and also has kids laughing and the other button plays 2 songs neither of which is "Wheels on the bus".

Q: Why does this say it has sounds but it doesn’t just a bunch of stickers in it ?

It has sounds. The yellow buttons on top when pushed-children's laughter, honking horn and 2 different tunes. You might want to see if you put the batteries in it.
