I imagine that without this elastic section, the fit would be uncomfortable since the velcro pieces are not designed to provide any flex. At 5'4", it comes down to about mid-knee. When the velcro pieces are connected to exact lengths, there's about an 8 to 10 inch overlap of fabric - so I do not have any worries about accidental exposure.↪ The weight.
