Is it hot enough to make a panini?thanks

Yes. I've grilled steaks , made toast, made toasties ( even though I got cheese all over but it was easily cleaned) , with the facility of the second grill folding over and tilting to grill the food its ideal for paninis . with there being 2 grills I can put loads of stuff on it when kids come and because I live on my own it saves me putting the main oven on for small meals.

Do the plates have to rest on the food, for example could i cook cheese on toast in it?

Sorry no, the plates do come together, but you can make cheese toasties ;-)
