With only one wheel in front is that better then 2 wheels?

We have purchased two of these strollers now and with both the front wheel broke off simply going down a curb. The design of the front wheel with the hollow pole is not sturdy. It's too bad because otherwise it is a nice stroller and a good size and light weight. I would not purchase another one of this design.

does this come with a back mesh to look through or just on top?

Yes it comes with screened windows in the back, sides and front. Not only does it come with screens to look in at all times, it's got a screen sunroof and the back unzips open and has Velcro to keep it rolled up, the front unzips and can be left open, and there is a spot on the canopy for you to clip their leash onto so you don't have to worry about your pet jumping out.

is this safe for cats? does it zip up completely without any escape hatches ?

Yes it's safe for cats and dogs and it does zip completely. It's very secure and they have the mesh to see through. Love it

I have a 15 pound bichon frise. while sitting can she see over the top of the basket? she is 13" tall

she can see through the mesh windows, laying down or sitting up. My dog loves it
