Yes it does have a hood,but it doesn't have a drawstring through the hood to pull it tight,so the hood is quite loose when up.

Depends on chest size. The trousers are elasticated so have some stretch. I would say 3xl for your waist size but you may get away with 2xl if your chest size is around 46 inch.

Certainly usable during the summer but medium weight rather than light weight. Giving better wind protection. I would use it in all weathers and especially during colder wetter days and even during the winter. I got mine for fishing and it serves me well.
