Could these pens be used on the Chessex battlemat?

As long as the surface is non-porous (vinyl, glass, plastic, etc.) it should be fine. The ink will be removable. Be aware that some cheap/low quality materials may be more porous than they look. Always test on a small part first (perhaps underneath) if unsure.

Can these be used on laminated paper then easy wipe-off?

Are these similar to Pilot Frixion? I'm looking for an alternative that's nicer to write with.

Sorry never used Pilot Frixion. The Staedtler 316 have a very fine tip but I use them on my permanent calendar so I can wipe off easily.
