Yes. You may also want to use leather preparer or deglazer to maximise adherence of the paint to your shoe before applying the actual paint in question.

Q: Is this ok to dye shoes

I’m not sure. I painted a mirror and a chair. The mirror turned out great no issues. The chair not so much.. once dried it still felt sticky and attracted lots of fluff which stuck to it.
