Is this ok to glue Lego bricks

This one works well as a glue for plastics, but I'd say it's made for decoupage crafting, as it glues the material (normally paper) onto the chosen surface, and leaving like a lacquer finish. But any other glue for plastics would give you a stronger hold.

Can I use this glue to seal my finished diamond art

You can but I would go for the gloss finish asmat will dull your diamonds I would also add a bit of water

I need a clear coat that will be safe to go over a painted dog bowl thats safe for animals, waterproof and clear gloss will this do the job?

It’s waterproof and dries clear. But unsure weather it safe for animals. You can use on all surfaces and is non toxic. If this helps

Will this work to glue sand onto paper?

It is basically PVA glue so it should work. When dry apply another layer over the top to seal it.
