Q: Will this bond cedar plank to foamular?

The short response is that I wouldn't rely on it. Check with the manufacturer on this combination for recommendations. Cedar is an oily wood and weathered cedar powders like redwood. The strong odor from most cedar varieties is an aromatic oil. Both are conditions that make gluing with anything difficult. The oil in fresh cedar and the powdery coating on weathered wood are a less than perfect surface for most glues and you could see separation between the adhesive and the plank surface. It should adhere just fine to the foam. A common technique is to preseal the cedar with a solvent based varnish prior to gluing.
