Does it "cover" just below the waist? will it cover up swimwear bottoms?

Depends on your torso length but it's almost certainly "just cover swimwear bottoms". That said I believe the manufacturer does a longer version. I really like this and wear it most days around house. But I would always wear pants!

How do you stop the item shedding ?

Fill a bucket with warm soapy water, soak your poncho for a while giving it a dunk and squeeze. quite a lot of bits will come out and some dye ,but not enough to affect the colour. rinse in cold water, wring out and lay on a bush in the garden (rosemary or lavender works well ) to dry in the sun. worked for me. mine also had a smell like engine oil, cured this too.

Is it prickly against naked skin?

This poncho is 100% cotton. The inside is woven threads, it should not be prickly against the skin, however it does have texture and it not completely smooth.

Is this hand wash or can go to washing machine?

It can go in the machine on a cool 30-degree wash. Hang to dry.
