Upon grinding my "oregano" theres no "oregano powder" that's been filtered through into the bottom compartment. Is there a way of getting this to work

Are you meant to keep the round plastic ring around the top section or take it off?

It's up to you whether you keep it or not, but you're meant to. The point of it is to be a sacrificial layer between the two metal surfaces to prevent the finish wearing off and most importantly decrease friction. So yes, you can remove it, and initially you might not notice a difference but over time it may damage your grinder, and make it more difficult to rotate
