Q: What the width and length in cm?

Sorry for delay, the dolly at a k of storeroom- however here they are, width - 28 length - 40.....its very good and managed very heavy packing cases well, cheers

Q: Is this strong enough to move a 4 drawer metal filing cabinet including empty drawers?

Easily. It has a load bearing of 150Kg and I've moved a new washing machine without issue (probably around 70Kg). Empty filing cabinet probably no more than 20 - 25 KG

Q: I need a smaller dolly. Any reason why I could not remove 2 castors, cut 2" off the length and refit the castors in new positions?

I can't say for certain. If you look at the photos in the reviews, you will see that the castor mounting is covered by a thin rubber friction patch. I can guess that the fixing is a countersunk set screw (easily undone and replaced) but can't say for sure. And I'm not tearing it apart for you, sorry. So the answer is "probably". Also note that a shorter board on 4 castors will be more unstable as the wheelbase can get very short. So despite the cheap price, you should consider making a board yourself. Inch thick ply of the correct size for you will take an awful lot of weight, two fixed wheels at one end, castors at the other (again, rated to the load you want), and a thin rubber mat glued down with PVA. All on Amazon or at Leyland or similar. Job's a good'un.

Q: what is the height please, from the floor to the top of the board?

Sorry for the delay. 95mm to base of board and board is 15mm thick.
