Is this usb 3.0 or 3.1? the title and specifications are giving me different information

USB 3.1 Gen 1 and USB 3.0 are the same standard, max 5Gbit/s transfer. USB 3.1 Gen 2 allows 10 Gbit/s. Yes, the standard is a mess.

Does this usb work on the latest macbook with the usb c port?

Yes, it works fine on MacBook and PCs with both standard USB and USB C ports. The only reason I can think of why some people say it doesn't is that they haven't pushed it all the way into the USB C port or that the unit they received was defective or not properly formatted. The first time I used it with a USB C port in my MacBook I had to make sure it was fully inserted into the port until there was a click, but it works just fine (tested on MacBook Pro 13" 2019 and Lenovo ThinkPad L380 Yoga).

freeview box is this compatable with a freeview box for recording.?

i haven't tried with a freeview box, but it did work connected to my lg smarttv to record tv programs to.
