Does this come with a 3 Pin UK plug charger?

No. It comes with a 2 pin plug which fits into a shaver socket

When cutting hair does the cutter clog up

Not that I have found. I normally cut mine when it's 2cm and cut it back to 3ml without issue. I tap it on the side of the sink occasionally but don't need to do much more than that.

Has an attachment that will do under arms but I think the standard cutting head would work just as well.Has settings from 3-24 M/m settings.

Is this good to trim body hair, specifically the Arms, legs and chest?

I haven't tried it before but i think it will be okay because of its sensitive settings and sharpness.
