What are these bags made of? If they are oxo biodegradable plastic why are they called earth rated, will they not just break down into micro plastic?

Yes, they're probably no different to other similar brands with 98% plastic + 2% chemical to degrade it. Still nowhere near as environmentally safe as actual biodegradable bags made from corn. The box is recycled cardboard and more plastic! Why we need to see the rolls of poo bags inside is anyone's guess. They're also made in China and Earth Rated is a Canadian company - most certainly not carbon neutral after all that. I've stopped buying them.

How long does it take the bags to degrade and melt away?

They have no idea which is why they have not stated. The most eco-friendly poo bag you can buy are ones that are EU Certified 'EN13432'. These ones are not even close. The manufacturers of 'EN13432' poo bags state the bag will fully decompose in 90-180 days. You will note that manufacturers of other 'eco-friendly' or 'biodegradable' poo bags such as this one seldom commit to a decompsoting/breakdown timeframe - this is because it can still take the bags hundreds of years to breakdown. If you're genuinely serious about having a carbon free poop routine, simply search for 'EN13432 certified poo bags', then check 'EN13432' is indeed stated in the product spec before buying. Are they compostable plastic?  If so why isn’t it advertised?

Check the earlier answer from the producer.
'Earth-rated is our brand name'.
The tiny cardboard inner tube (like a mini loo roll tube) is recycled.  The plastic bags themselves are NOT evidently biodegradable (at least no more so than standard thick plastic bags).  
Earth-based company name and green colour may 'imply' good bio-credentials, but they don't mean a lot in reality.
