Yes they are! They are TSA approved as long as TSA Agent can remove them.

Can these be used to attach other luggage?

Not good enough due to not lock completely it happened all the time it came out by itself

The fasteners are plastic, albeit somewhat on the heavier gage side. Will see if they survive the baggage handlers, taxis and all the rest of the perils involved in traveling this coming spring.

Does excess strap hang freely after adjusting or is it a closed loop?

The excess definitely doesn’t hang freely. Maybe an adjustable closed loop. Mine disappeared on first use, someone liked them besides me.
