Does this have a waterproof pocket for a cell phone?

Water “proof” is not the word I would use. Water resistant against splashing and possibly even quick shallow submersion yes. If you are planning on wading with this I would suggest using a water tight phone case.

When will the large size bags be available?

Are there any plans to add a hydration pack to the design at any point?

I can’t answer that question but it will be very difficult to ad one. There is a bottle holder on the side that works perfect.
