Is there any flexibility on the size of drawer this fits into? My silver storage has several shallow drawers but no lining and measures 10.5" by 18.75". Would the empty drawer liner fit into that size of drawer?

The bottom of the storage piece is plywood so it is not flexible. It definitely is 12" deep so it would not fit in a draw only 10.5" deep.

How many slots for knives does this product have, and how many slots for other silverware (forks/spoons)? Will service for 24 fit?

Generally these silver chests hold a service for 12....but you can squeeze two knives in opposite directions.... and stack more that 12 spoons or forks. It also assumes you more than fork, knife and spoon such as salad forks, luncheon forks, and knives, in other words, extra pieces. It really depends how many pieces you have for a service for 24? I'd give it a try. It really is your only choice.
